I think Victory Games in the 90s had a huge strategic VietNam game published.
The game seems to model the real war well enough. Maybe the problem is the victory conditions – in absolute terms the VC lost Tet big time – south vietnamese cells were wiped out and they had to import NVA from the north after that. But the fighting in cities and supposedly safe places were a huge political defeat for the army. So if you removed the penalties for losing units and gave big rewards for holding a city or important place for even a turn, then you might get a game that is interesting for both sides.
