Insurgent/Rebel forces conduct actions to disrupt infrastructure, and sway the populace from the government forces. Who in turn post patrols, build and repair infrastructure in the Mega City of the future… well hang on. A mega City is 10M or more. So this could be any place from Kinsha in the Congo to Seoul, Korea both with just over 10m residents; to the largest in the world to Shanghai:
If a series of civil unrest actions broke out tomorrow, how would Government agencies and armed forces handle controlling the situation, restore order and placate, defeat the insurgency. This is not your mountain side bad guy hunting, call in a strike, and count bodies style COIN operation.
No. Militia will need to be countered, or recruited. Intimidation of spies, and pro government sympathizers will be needed and the agencies will need to remove the stigma of terror…is it safe to go out? To invest? To shop?
Each turn allows each side to conduct operations by spending Task Points. These TP’s are of course finite and variable. How you use them, where you use and what you use them for will matter. Do you wish to flush inurgents from teh underground? Do you then wish to attack them? Can you bring the right intelligence and physical combat assets to bear in the city?
Will the insurgents train militia? Sabotage? Or should they remove stool pigeons, so they can revert from At Large to Underground again?? The system of initiative varies during the turn as the more points are spent during the operations phase.
The Game provides a wide range of activities that play of a card assisted system and a chit based random number generator to match off your forces specific capabilities based upon mission type. Naturally this is an abstracted system of activities and mechanics to bring to bear the choices commanders face in a new mega city battlefield environment.
