From what I understand, HQs can throw in any mode (even DG), but in move mode the range is reduced as shown on the counter. So your 10-0 combat mode might be 5-10 or something in move mode.
In general, the only thing you need to be in combat mode for is engineering things like building airports and hedgehogs. Bridging I’m not so sure…you can at least keep the bridge up for the HQ to flip and cross over it itself, if you need to be in combat mode for that.
In this game, you need to be in combat mode to have supply railroaded directly to an HQ without using transport.
